California Bill to Require ANNUAL Emissions Tests for Vehicles 15-Years Old Moves to Senate Appropriations Committee

Legislation (A.B. 616) to require annual Smog check inspections for
vehicles 15-years old and older has been approved by the California
Assembly and the Senate Transportation Committee. The bill now moves
to the Senate Appropriations Committee for consideration on August 20th.
A.B. 616 would also require that funds generated through the additional
inspection fees be deposited into an account which can be used to scrap
older cars. You may recall that in 2004 a new law was enacted in
California to require the lifetime testing of all 1976 and newer
model-year vehicles. Pre-1976 motor vehicles would remain exempt under
A.B. 616.

We Urge You to Contact Members of the Senate Appropriations Committee
(List Below) Immediately to Oppose A.B. 616

* A.B. 616 ignores the minimal impact vintage cars have on air quality.

* A.B. 616 could entice vintage car owners into allowing these vehicles to be scrapped.

* A.B. 616 ignores the fact that vehicles 15-years old and older still constitute a small portion of the overall vehicle population and are a poor source from which to look for emissions reduction.

* A.B. 616 ignores the fact that classic vehicles are overwhelmingly well-maintained and infrequently driven.

* A.B. 616 would increase costs by creating an annual inspection fee for owners of these vehicles.

* A.B. 616 represents another attempt by California legislators and regulators to scapegoat older cars.

* A.B. 616 would dramatically impact the ability of fixed and low income motorists from owning and driving their older vehicles.

1. I have been an avid Car Craft reader for the past 10 years. I used to read every issue more than once. I used the information in those wonderful pages to build a 1968 Ford Bronco which when I got it was a piece of crap. Everything leaked, there was more rust than metal. Car Craft helped me every step along the way. Also my family helped. My grandpa after fighting in the Phillipines started a body shop in western Minnesota. My dad worked at the shop and passed things on to me. That is where I am coming from.
Anyways I think we should look at this legislation carefully. There needs to be a balancing point. On the one hand car crafters are the only hope for the american auto industry. The big three are all nuckleheads and are going to be out of business in the next 5 years. The only reason they are alive is due to government welfare. The aftermarket is where it is at.
On the other hand who likes to breathe *** Sure some get a sense of nostaglia or something but will you be smiling when your kids

2. get cancer or can't walk a flight of stairs. I no longer get the kicks out of carcrafting as I used to. I am into hybrids. Not wussy hybrids. My plan is to bolt a brushless electric motor to a regular motor and then get electricity from a green steam engine powered by the waste heat.
The other day I saw someone put a GM diesel in an impala and power it on biodiesel. Why not?
Maybe I am speaking to the wrong crowd but I always thought car crafters were about change and doing new fun stuff. Live in the now. Or switch to Hot Rod and watch tv and just bolt the same tired stuff together. Has Car Craft been hijacked by the sponsors.
Bla Bla Bla I will quit talking now. We need action right? I don't mean to offend and I am not looking for a fight. I really don't care.

3. I emailed my senator and he promised me he was going to vote against it, and the good news is I believe him because I've known him for over ten years before he was a state senator. :)
